The National Liberation Front (Viet Cong) successfully conducted a systematic campaign of assassinations and kidnappings to intimidate people out of enlisting in the Republic of Vietnam’s (South Vietnam) army. This armed campaign in conjunction with a campaign of rumors of corruption and abuse in the South Vietnamese army were extremely successful. In 1966, two hundred thirty-two thousand South Vietnamese draftees failed to report for duty. Poor coordination between the United States and South Vietnam created misperceptions and distrust between the two militaries.
